Mahkum fihi – Actions of the Mukallaf, laws that need to be followed
Mahkum bihi – The categorization of mahkum fifi/laws, actions and their rank. Also known as a Hukm

Hukm Taklifi
What is Taklif?
Taklif refers to the difficulty humans face and endure under the command of Allah, to follow him and correct the human condition.
Taklifi Ahkam are looked at from two angles,
- The state of the Mahkum ‘alayhi (Mukallaf), and
- the state of the Mahkum fihi(‘aml).
State of Mukallaf (Mahkum ‘alayhi)
This part of the greater science of taklif, examines whether or not a person is eligible to be held accountable to the address of Allah. It asks two questions:
- Is he eligible to be help accountable? (ahliyah al-Wujub)
- Is he eligible to perform? (ahliyah al-Ada)
